We support the reentry process for the Offender Success Program of Kinexus Group, ensuring services adhere to Michigan Department of Corrections policies and funding requirements while remaining service oriented to referred participants.
OUR DESIRED OUTCOMES:
This position builds and coordinates relationships with a broad array of community stakeholders across Berrien, Cass, Van Buren, Kalamazoo, Saint Joseph, Branch and Calhoun counties to foster a safety net of support and re-employment services for individuals returning to the region from correctional institutions. The Director of Offender Services will oversee multiple reentry funding streams and collaborate with Kinexus Group to source and apply for grant funding for the department's ongoing growth and health.
Major responsibilities include managing multiple reentry grants, sourcing and applying for funding, overseeing performance of funded projects, building sub-grantees' capacity, negotiating contracts, monitoring vendors/contractors, resolving service delivery problems, acting as primary liaison to funders, developing budgets with Kinexus Group Finance, and coordinating activities to improve employment outcomes and reduce recidivism through services delivered by community organizations and private contractors.
WHAT WE EXPECT FROM YOU
The Director of Offender Services is a key player within the Offender Success Team and will receive the tools and support needed to execute all functions effectively.
- Strategic oversight for the Offender Services Department and staff, including new project development, geographic expansion, meeting funder expectations, staff training, goal and performance setting, and corrective action when addressing work quality concerns.
- Responsible for Michigan Department of Corrections, Department of Justice, and Department of Labor agreements for performance and compliance management.
- Identify grant funding opportunities to serve additional justice-involved individuals and collaborate to assist in project creation, grant proposals, and funding submissions across federal, state, local, and private sectors.
- Identify community assets and gaps in reentry services to inform program design.
- Maintain state stakeholder relations and oversee grant governance structures (advisory groups, boards, reentry committees, etc.).
- Manage department budgets, resource allocation, and financial oversight.
- Enter and maintain performance and finance reports with coordination from Kinexus Group Finance and Policy/Compliance teams.
- Engage in statewide learning groups on best practices, achievements, and needs.
- Plan, organize, control, and evaluate services provided by contractors/vendors engaged in re-entry services.
- Establish processes to implement reentry programs, including monthly reporting and contract compliance to meet goals/objectives.
- Participate with Community Correction Advisory Boards and coordinate with regional partners to oversee reentry initiatives.
- Negotiate and manage contracts with subcontractors for grants held by Offender Services.
- Foster partnerships with government, nonprofit, and private organizations to leverage support for re-entry.
- Recommend policy/division improvements to support returning citizens, and oversee procurement with Kinexus' Procurement department.
- Assist with subcontractor recruitment and ensure integration within the Kinexus Team to optimize resources.

QUALIFICATIONS
MINIMUM REQUIREMENTS:
- Bachelor's Degree in Criminal Justice, Social Work, Non-Profit Administration or related field
- Excellent written and verbal communication skills
- Experience in grant administration
PREFERRED EXPERIENCE:
- Master's Degree in Criminal Justice, Social Work, Non-Profit Administration or related field
- Knowledge of reentry or corrections processes
- Experience building community partnerships for resource leveraging
- Contract and budget management
- Grant sourcing and writing
