Overview

Allegheny Science & Technology (AST) is seeking an experienced Financial Analyst with a background supporting federal contracts. This role involves financial planning, budgeting, and reporting for a high-impact energy program funded by the U.S. Department of Energy. Candidates should have experience with government cost principles, contract compliance, and performance reporting in a federal environment.

ARPA-E bridges the gap between early-stage research and market-ready solutions, ensuring groundbreaking ideas become real-world energy advancements.

Duties & Responsibilities

  • Review and analyze performer-submitted invoices, and perform in-depth financial analysis of federal, cost share, and category amounts, including verifying invoice costs against Office of Management and Budget (OMB) and Federal Acquisition Regulation (FAR) cost regulations.
  • Interface with programmatic Systems Engineering and Technical Assistance (SETA) staff daily to resolve any outstanding invoice issues and assist the programmatic SETAs with any specific performer financial questions.
  • Draft monthly invoice status reports to assist the task lead with gauging invoice backlog and approval status.
  • Assist with supporting any ad-hoc financial tasks, including reconciling performer invoices, accounts, or program outlays.

Required Qualifications

  • Bachelors degree and a minimum of 4 years of experience with financial or billing analysis.
  • Knowledge of OMB (Office of Management and Budget) or FAR (Federal Acquisition Regulation).
  • Must be able to assess products and procedures for compliance with government standards, accounting principles, internal controls, and multi-tiered system application standards.
  • Ability to grasp interrelationships between financial management requirements and automated solutions, considering the current system environment and the potential integration of added systems concurrently or later.
  • Must be able to support the formulation of strategic financial plans, prepare cost estimates, and correlate financing requirements into executable budgets.
  • Knowledge of financial or compliance auditing.
  • Possession of excellent analytical, problem solving, and documentation skills.
  • Possession of excellent verbal and written communication skills.
  • Experience using Microsoft Excel.

  • U.S. Citizenship is required.
  • Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements.
  • This position is 100% onsite in Washington, D.C.

These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.

The pay range for this position based on full-time employment is $65,000 - $90,000.
