Description:

The Manager, Estate will be responsible for the construction, protection, and maintenance of all NRA properties rented, leased, and owned.

GENERAL COMPETENCIES

  • Result-oriented and capable of working under pressure.
  • Effective oral and written communication skills.
  • Proficiency in computer applications (MS Word, MS Excel, MS PowerPoint).
  • Knowledge of the NRA Act 2020 and related policies.
  • Ability to work as part of a team.

SPECIFIC COMPETENCIES

  • Good knowledge of real estate principles, practices, markets, and values.
  • Ability to formulate objectives, set priorities, and implement plans aligned with the long-term interests of the authority.
  • Knowledge of land boundary measurement, land survey principles, and structural design and analysis.

QUALIFICATIONS AND WORK EXPERIENCE

  • Degree in Engineering, Construction, or related disciplines.
  • Masters degree in engineering is an advantage.
  • At least 8 years of experience in estate policy review or development.
  • Experience in database management for estate properties.
  • Knowledge of property protection, preventive measures against encroachment, and safety protocols for estate properties.
  • Experience in monitoring estate properties and routine inspections.

The NRA is undergoing reforms to modernize operations and improve service delivery. Applications are invited from qualified internal and external candidates for the vacant Estate position.

KEY RESPONSIBILITIES

The Supervisor, Construction and Evaluation, will assist the Estate Manager in supervising construction, repairs, and renovations, including planning and cost estimation.

QUALIFICATIONS AND WORK EXPERIENCE

  • Degree in Engineering, Construction, or related fields.
  • Masters degree in engineering is an added advantage.
  • Experience in estate property management and construction project management.
  • Ability to develop construction teams and monitor material usage.
  • Skill in preparing cost estimates.

KEY COMPETENCIES

  • Knowledge of cost estimation principles, including life cycle costing and cost analysis.
  • Ability to gather and synthesize information for decision-making.
  • Skills in setting objectives, prioritizing, and delegating tasks.
  • Effective communication skills and proficiency in MS Office applications.
  • Knowledge of the NRA Act 2020 and related policies.
