Commissary Contractor Monitor

Serves as a Commissary Contractor Monitor in a commissary store at a Defense Commissary Agency (DeCA) facility. The primary purpose of this position is to conduct quality assurance inspections and contract surveillance duties of specified commissary stocking, order-writing, custodial, receiving, holding and/or other contracted services performed in a commissary. Duties

Conduct quality assurance inspections and contractor surveillance.

• Provide comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives.
• Approve or rejects contractor's work schedule and checks work for quality and timeliness.
• Maintain the store's space allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable.
• Advise commissary or contracted order writers.
• Act as the commissary manager's representative during the night time hours to ensure government property is secure.

Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of specialized experience equivalent to at least the GS-05 grade level or (specialized experience) equivalent to at least GS-05. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying experience include:

• Conducting quality assurance inspections and contract surveillance duties of specified commissary or retail grocery contracted services.
• Applying retail grocery store administration policies and procedures as they relate to established contracts.
• Monitoring vendors and/or contractors in a retail setting to ensure proper inventory.

Physical requirements: (1) The work requires some physical exertion to include long periods of standing, walking in commissary stores and storage areas, and recurring bending, crouching, stooping, stretching, reaching or similar activities. You will attest to your ability to perform these physical requirements in the Questionnaire.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above. HR reviews your documents to determine if you are qualified and meet requirements. Your questionnaire score is a preliminary measure of how well your background matches the required competencies. Under category rating procedures you are placed into one of three categories based on the evaluation results:

Best Qualified - Candidates who possess the type and quality of experience that substantially exceeds the position's minimum qualifications, including all selective placement factors and appropriate quality ranking factors. Highly Qualified - Candidates who possess the type and quality of experience that exceeds the position's minimum qualifications. Qualified - Candidates who meet the minimum qualifications and are proficient in some but not all of the position's requirements.

Candidates in the best qualified category are referred to hiring managers before candidates in other categories. Within the best qualified category, candidates are referred in the following order: adjudicated veterans' preference candidates with 10-point preference, adjudicated veterans' preference candidates with other than 10-point preference, military spouse preference candidates, and candidates with no preference.
