Description:

Position Overview
The Business Analyst (BA) will evaluate agency needs, assess as-is and to-be business processes, and analyze technical designs to recommend appropriate IT and non-technical solutions. The BA will perform detailed business analysis and document business processes and functional requirements.

Key Responsibilities

  • Serve as a liaison between business program stakeholders and the IT organization to deliver effective technical solutions.
  • Develop strong expertise in supported business units and maintain an understanding of IT systems and capabilities.
  • Analyze business operations to identify strengths, weaknesses, and opportunities for automation and process improvement.
  • Assist in business process redesign and documentation for new technology implementations.
  • Conduct requirement gathering sessions with multiple stakeholders to capture and document business requirements.
  • Document detailed business processes, business rules, and functional requirements.
  • Develop clear and comprehensive requirement documents and Use Cases.
  • Mine laws, regulations, and policy documents to extract relevant business rules and requirements.
  • Communicate effectively with executive leadership, project management, line management, and technical teams.

Required Skills (Ranked in Order of Importance)
  1. 1+ year of Business Analysis experience with IBM CĂșram software
  2. 1+ year of experience in Government IT projects as a Business Analyst or related role
  3. 1+ year of experience eliciting, mining, and documenting business rules and processes
  4. 2+ years of Medicaid Eligibility or Healthcare Insurance experience
  5. Strong understanding of business modeling techniques, including graphical process flow tools

Soft Skills & Additional Qualifications
  • Excellent written and verbal communication skills
  • Strong proficiency in English (mandatory)
  • Ability to write detailed Requirements and Use Cases
  • Experience conducting stakeholder interviews to gather business process information
  • Ability to analyze and interpret laws, regulations, and policy documentation
  • Strong communication skills across executive management, business users, project managers, and technical teams
