The contractor will develop, update, manage, and execute test cases in accordance with the duties and tools defined below related to the following test cycles during the project:

  • Data Migration/Conversion Testing

Roles and Responsibilities The expert-level Software Tester will;
  1. Serve as a technical software quality assurance testing expert for WSLCB's regulatory and tax distribution information systems. This position is charged with defining effectiveness, efficiency and satisfaction metrics for testing, as well as identifying opportunities for continuous improvement and bringing those through to fruition.
  2. Provide expert level technical support and guidance to ensure that mission critical system defect and failures are resolved through comprehensive testing prior to deployment of any code/configuration fix to WSLCB's production level hosting environments.
  3. Works collaboratively with cross-agency, cross-divisional, and cross-disciplinary teams to ensure that system designs meet business requirements and technical design specifications.
  4. Define, develop, implement and maintain test objectives, priorities and test goals that have long-term effects on software quality including organizational, fiscal and technical dependencies
  1. Skills and Knowledge
    1. By utilizing advanced knowledge and progressive experience of software quality assurance standards and best practices, Contractor is charged with defining, developing, implementing, maintaining and enforcing the test strategies and methodologies that are most likely to succeed in enterprise projects that are highly visible, highly complex and have wide-area impact.
    2. Works collaboratively with cross-agency, cross-divisional, and cross disciplinary teams to ensure that system designs meet business requirements and technical design specifications.
    3. Define, develop, implement and maintain test objectives, priorities and test goals that have long-term effects on software quality including organizational, fiscal and technical dependencies.
  1. dditional Duties
Contractor will work collaboratively with the WSLCB staff in activities which may include, but are not limited to:
  1. Provide advanced support in complex problem solving, project activities, answering questions, and providing direction/guidance on how to approach work assignments.
  2. Provide timely and meaningful feedback to project testers on process improvement opportunities/activities.
  3. Provide project testers with the information, resources, tools, training and authority needed to complete work assignments within scope, schedule and budget.
  4. Ensure project testers maintain alignment with defined agency quality assurance testing standards.
  5. Conduct work product reviews of documentation and procedures produced by project testers and provide feedback to ensure standards, policies and processes are being adhered to.
  6. Share knowledge, provide technical guidance and on-the-job training to project testers.
  7. Lead and manage software quality assurance standards and practices for enterprise projects including, quality control, test management, test planning, test development, test execution, defect management, and test data collection and reporting.
  8. Independently and proactively seek to understand division, agency and state strategic objectives, ensuring that systems and services maintain alignment. Document and communicate where alignment is not met and facilitate the implementation of remediation and/or mitigation plans.
  9. Manage external relationships with third-party vendors for distributed quality assurance testing to define, develop, implement and enforce:
    1. unified test strategy;
    2. Service level expectations including the turnaround time on defect fixes, the turnaround time on questions/information requests, availability of testing staff, method(s) of contact;
    3. Testing roles and responsibilities as well as quality expectations for code reviews, unit test coverage and any/all applicable types of testing;
    4. Testing related tasks/activities, timelines, resources and deliverables.
  10. Review, approve and/or reject deliverables and artifacts prepared by a third-party against documented quality assurance testing standards and best practices to ensure compliance.
  11. nalyze complex situations and determine which test strategy, or combination of test strategies, are most likely to succeed and communicate the risks and benefits to project stakeholders.
  12. Ensure that selected test strategies are appropriate for the skills, resources and level of formality expected by project stakeholders.
  13. Independently plan, design, develop and execute tests for highly complex mission critical system replacements.
  14. nalyze functional, non-functional and technical requirements to determine and define testing scope.
  15. Develop, document and maintain comprehensive test plans and test procedures.
  16. Develop, document, implement, and maintain comprehensive and well-structured test cases and test scripts for manual and automated tests using a variety of software development/collaboration tools, platforms and languages including, but not limited to:
    1. zure DevOps (ADO)
    2. SmartBear TestComplete/Reflect
    3. Microsoft Test Manager
    4. tlassian JIR
    5. PostMan (API development/testing software)
    6. JavaScript
    7. C#
    8. Javascript Object Notation (JSON)
  17. Develop and maintain test data using Structured Query Language (SQL) commands and scripts to validate data integrity and compare data results of testing efforts.
  18. Develop and maintain test case traceability documentation to ensure scope coverage and alignment to business rules, requirements, user stories, use cases and technical specifications.
  19. Execute tests and identify, analyze and create detailed records of problems that appear during testing, such as software defects, bugs, functionality issues, and output errors. Work directly with software developers to find solutions and develop retesting procedures.
  20. Track problems, resolutions and bug fixes throughout testing and create a comprehensive database in Azure DevOps (ADO) of defects and successful mitigation techniques in accordance with defect management policy and process using ADO.
  21. Review test results of highly complex system replacement for quality assurance to confirm acceptance criteria is met, provide feedback to project testers, and provide quality assurance certification of software builds for production implementation and deployment.
